What documents and insurance the carrier must hold

Team at LatamTransfer ·

A car that takes paying passengers from one country into another is doing international passenger transport, and that is a regulated activity in Argentina, Paraguay and Brazil. The operator needs permission for it and insurance that still applies on the far side. A licence to work inside one country does not stretch across the border by itself. Passengers are not expected to know the regulations, but they are entitled to ask, and this page sets out what to ask.

What a carrier is expected to hold

Permit names differ by type of service and change over time, so we keep to the substance:

  • Authorisation for international transport. It is issued by the transport authority of the carrier’s own country and has to be accepted by the country being entered.
  • Insurance valid in the other country. Cover for passengers and for third parties must continue after the border.
  • Driver and vehicle in order. The right professional licence and up-to-date vehicle papers.

How this plays out by type of vehicle

  • Private transfer. Commercial passenger transport, so the specific authorisation is needed.
  • Taxi. Licensed by one municipality. Whether it may cross depends on local arrangements, so ask before you get in.
  • Hire car. The rental company has to authorise taking the car abroad and supply the paperwork. Raise it when you book the car, not at the counter.
  • Private car. The owner carries the vehicle papers and insurance valid next door. A driver who is not the owner may be asked for the owner’s authorisation.
  • Scheduled international bus. It runs under the permit for its line. There is nothing for the passenger to check.

Four questions worth asking

  1. Is the service authorised to cross at this border and into this country?
  2. Does the insurance cover passengers on the other side?
  3. Which vehicle and which driver will make the trip?
  4. What happens if the vehicle cannot cross on the day?

Ask in writing. A carrier that works properly answers plainly.

Why it matters to you

If a paper is missing, the authority can turn the vehicle back, and your trip stops at the border with your bags on the kerb. If there is an accident abroad and the policy does not apply there, passengers are left without cover. A quote far below the others sometimes points to an informal service.

What stays with the passenger

The carrier answers for the vehicle and its documents. You answer for your passport, for authorisations for children, for your pet’s papers and for what you declare at customs. Those subjects are covered in the other border guides.

On our own cross-border trips, whether the route is available and on what conditions is confirmed when you book. Driver and vehicle details are sent before the trip. If we cannot confirm a crossing for your date, we tell you beforehand.

Frequently asked questions

Can I ask a transfer company to confirm its authorisation and insurance?

Yes. It is a reasonable question before booking any trip that crosses a border, and a written answer is worth having.

Can a hire car be driven from Argentina into Brazil or Paraguay?

Only if the rental company allows it and provides the documents. Ask before you collect the car.

Who is responsible if the vehicle is refused at the border?

The carrier is responsible for its vehicle and paperwork. Agree in advance what happens in that case.
